Our Management Team

The Registered Provider and Owners are Mr and Mrs Mark and Cécile Edwards. Mark Edwards was educated locally at Marldon Church of England Primary School, King Edward the Sixth, Totnes and Torquay Grammar School before studying at Staffordshire University. Mark completed a Masters degree at City University, London, in Business Studies. Cécile Edwards was born and educated in the Loire Valley in France before later studying at Angers University and Hull University. Cécile and Mark have a young family of three boys who attend local schools. Since commencing the ownership of Harbour Rise in 2007, they have embarked on a programme of updating the premises and equipment and have continued to invest in staff training. Mark and Cécile believe firmly in the ethos that the satisfactory welfare and care of the residents should be considered foremost for the future of the home.

Cécile Edwards was born and educated in France. Cécile holds a Foreign Languages degree applied to Business and Economy from Angers University. Cécile also studied at Hull University where she graduated with a degree in European Studies in 1997. Cecile and her husband purchased Harbour Rise in June 2007; since commencing the ownership of Harbour Rise they have embarked on an extensive programme of updating the premises and equipment and have continued to invest in staff training. Cécile enjoys cooking and taking part in lots of sports.

Mark Edwards was educated at Marldon Church of England Primary School, King Edward the Sixth, Totnes and Torquay Grammar School. He obtained his degree in Business Economics at Staffordshire University, graduating in 1993. Mark and his wife purchased Harbour Rise in June 2007; Mark has overseen the updating of the premises and equipment. Mark enjoys all sports especially cycling, running and windsurfing. There is firm believe from both Mark and Cecile in the ethos that the satisfactory welfare and care of the residents should be considered foremost for the future of the home.

Julia Welch

Registered Manager

Julia joined Harbour Rise in August 2021. She previously managed an Outstanding homecare company, and then made the move to work in Residential Care. Julia is passionate about providing excellent high quality care, and likes being proactive her approach. Born in Southern Ireland, in a fishing village, she has always lived near the sea – so working at Harbour Rise is a perfect fit. Julia loves animals – and has 4 dogs, including 2 rescues, and needs at least 2 cups of strong coffee to start the day!

Head of Care

Tash started working at Harbour Rise in 1998 (in the laundry). Tash has worked her way up and after learning all about caring, Tash became the Head of Care in 2007. Tash works very closely with Alison and together Alison and Tash are the core of Harbour Rise Care team. Tash likes a Gin and Tonic and her favourite pastime is attending concerts (Take That mainly!)

Carol joined Harbour Rise to work alongside Jo in the office, she also loves chocolate so they are a good pairing! In her spare time, weather permitting Carol enjoys getting to know Devon’s countryside and coastal areas as she is quite new to the area. She also enjoys gardening, reading and crosswords and is interested in interior design and architecture. On a lighter note she also has a soft spot for Tom Hardy!

Office Assistant

Lisa joined Harbour Rise in August 2021.  Her previous jobs had been in retail banking and most recently admin with the NHS. She especially likes meeting and talking to the residents and hearing about their varied and interesting lives. Lisa enjoys socialising with family and friends, she has played skittles for over 40 years with the family team. She loves chocolate and wine. Her most exciting achievement was doing a sky dive for Rowcroft Hospice

Hayley recently joined Harbour Rise in January 2023. Hayley has spent the last 20 years working in admin, 10 alongside the NHS and is super organised.

Hayley’s proudest achievement is to be the mother of 4 children and time at home can be super busy! Hayley loves to swim with her youngest daughter and loves to treat her family to a kayaking session! If you want to please Hayley, she loves cheese and wine!

Unlike many care homes, Harbour Rise does not employ agency staff.

“We are extremely proud to have such wonderful staff promoting the family culture of Harbour Rise. This provides the consistent quality of care you would expect and also brings comfort to our residents in building relationships and trust with recognisable faces.” The average length of service for a member of staff is over 6 years. It is rare these days to have such a loyal team to work with and we know that all our residents, families and friends value this too.

In 2019, our Deputy Manager won the Gold award in the category of Deputy of the Year and one of our new carers received the bronze award for newcomer in care at the Outstanding Care Awards for Devon and Cornwall.

Our Deputy Manager started working at Harbour Rise more than 20 years ago and worked in the laundry 12 hours per week. She is now the Deputy Manager and Head of Care, assisting the manager on an ongoing basis. Look at her now!

Staff Training

Training is an integral part of Harbour Rise and the care it gives to our residents. Here is a sample of what we do to ensure your loved one is cared for as you would expect. Harbour Rise employs more than sixty members of staff, many of whom hold NVQ2 qualifications. Training is provided by a number of professionals including Redcrier, an independent training provider, 3CP, a local training provider and the Torbay Care Trust, training at the Horizon Centre at Torbay Hospital. Diplomas are offered via a local company called Direct Training.

Harbour Rise provides mandatory training as well as supplementary training. All carers who are new to the care industry will be trained to pass the Care Certificate. The training is provided by 3CP training, based in Torbay and can be onsite or offsite. For carers that have been trained before, the change in legislation and their knowledge is refreshed by 3CP following the Standard 8 Refresher. Our training is renewed every 3 years, however the Moving and Handling Practical is run on an annual basis.

Mandatory training includes: First Aid, Health and Safety, Induction, Food, Fire, Infection Control, Moving and Handling (theory and practice), Safeguarding, Dementia, Mental Capacity Act (MCA) and Person Centred Approaches (PCA). Mandatory training such as Care Certificates and Standard 8 Refresher are provided by 3CP. Safeguarding, Dementia, MCA and PCA are covered by Redcrier, a distance learning training provider. 

Additional training we provide includes: Death, Dying and Bereavement, Coping with Aggression, Equality Diversity and Inclusion, Dignity and Respect, Stroke Awareness and Diabetes. This training is provided by Redcrier. We provide further Dementia training with the support of Purple Angel – a charity created by Norman McNamara who suffers from Dementia himself. We are now accredited by Purple Angel, which means that more than 95% of our staff have received this specific Dementia training. Once trained, the member of staff proudly wears the Purple Angel badge.

We also provide adhoc training such as Communication Aids, which aims to help residents who struggle with verbal communication by using visuals instead, Pad/TENA training, End of Life, PUP (Pressure Ulcer Prevention), GDPR (General Data Protection Regulation), IDDSI (International Dysphagia Diet Standardisation Initiative) and Fire training.

We are currently working on a new initiative called “Harbour Rise Champions”, i.e. members of staff who are keen to learn further on specific topics volunteer to attend extra training on topics such as End of Life, Dementia and Parkinson’s. We have created two training rooms. Staff can have specific training and also access internet courses such as those provided by the NHS called ‘The Hive’. These staff will become points of reference on those dedicated areas.

Our staff are regularly supervised and appraised. All training records are managed and recorded in a dedicated spreadsheet matrix which is reviewed on a weekly basis.
